Workforce, supply chain and accommodation

Marinus Link is a major energy infrastructure project being delivered across Gippsland and North West Tasmania over approximately 4 years. It provides significant employment, supply chain, and economic opportunities for regional communities.

Central to Marinus Link’s delivery is a local-first approach – prioritising local jobs, businesses, training and upskilling, wherever possible.

This page provides information on Marinus Link’s construction workforce and accommodation strategy and serves as the primary access point for subcontractor and supplier opportunities.

Supply chain opportunities

Open works packages are published on each of our lead contractors’ Industry Capability Network (ICN) Gateways.

Workforce

Lead contractors

TasVic Greenlink (TVGL)

TVGL, a joint venture of DT Infrastructure and Samsung C&T, is delivering the major civil and construction works across Gippsland and in Heybridge, Burnie.

The TVGL scope includes site establishment, earthworks, access roads, trenching, construction of converter stations and the fibre optic terminal station. Based on current project requirements and regional workforce capability assessment, the majority of these roles are expected to be filled by local workers.

Hitachi Energy

Hitachi Energy is delivering the High-Voltage Direct Current (HVDC) converter station technology at Hazelwood and Heybridge.

The Hitachi workforce will include detailed engineering, factory testing, logistics, on-site installation and system commissioning roles. These roles will include a mix of local workers and specialist non-local personnel due to the highly technical nature of the work.

Prysmian Powerlink

Prysmian is responsible for the project’s undersea and underground HVDC cable systems across Bass Strait and Gippsland.

The Prysmian workforce will include cable manufacturing, installation and testing, logistics planning and burial and protection roles. Prysmian’s scope includes the horizontal directional drilling for the respect shore crossings in Gippsland and North West Tasmania. These roles require highly specialised international and interstate personnel, with many offshore workers accommodated on dedicated installation vessels to reduce pressure on local accommodation.

Accommodation

In May 2026, we published our Workforce and Accommodation Strategy with a locals-first approach that enables the significant boost in local employment whilst managing pressures on local housing and essential services.

The Strategy is informed by more than 18 months of intensive engagement and consultation with local industry and businesses, supported by local industry partners. It establishes an ongoing monitoring of workforce and housing conditions, enabling an early response if accommodation pressures do emerge.

The histogram below provides lead contractors’ construction and field-based workforce estimates at key project locations, including local and non-local workers (as at May 2026).

These figures will continue to be monitored and refined as construction progresses. Importantly, these figures are for accommodation planning purposes at key project locations and do not represent the total jobs supported by Marinus Link.
