Sandra Gamble (Chair)

With a background in engineering, regulation and government, Sandra has worked across the public, private and for-purpose sectors as board member, senior executive and consultant.

Most recently, Sandra was a Tribunal Member with the NSW Independent Pricing and Regulatory Tribunal, and the Chair of its Electricity Networks Regulation Committee and its Energy Savings Scheme Committee. At the Electricity Authority, New Zealand’s electricity market regulator, Sandra was a Board Member and the Chair of its System Operations Committee. Prior to that, she held senior executive roles with Jemena Limited and Sydney Water, and advised extensively on HVDC interconnectors Murraylink and Directlink.

Sandra currently sits on advisory boards for Sprint Venture Capital, the Institute for Science on Global Policy, and the Advisory Board Centre, and is a Divisional Councillor with the Australian Institute of Company Directors.

Sandra holds a Master of Business Administration (Technology Management) and a Bachelor of Electrical Engineering with Honours, and is a Fellow of the Australian Institute of Company Directors.

Selina Lightfoot

Selina is an experienced non-executive director, having held a range of directorships over the last 10 years across ASX-listed, private, government and not-for-profit companies. Her current non-executive director roles include South East Water, TLC Healthcare, Tasmania Development and Resources, Breakthrough T1D (formerly JDRF Australia) and North Melbourne Football Club.

Selina’s current and former roles have given her significant cross-sector experience, including in renewable energy, infrastructure, retail, consumer products, technology, professional services, and health and aged care. She is also an experienced board committee member, with a particular focus on people, safety and risk. 

Prior to commencing her non-executive career, Selina had extensive experience as a corporate legal adviser, including 10 years as a Partner of law firm Freehills (now Herbert Smith Freehills). Her areas of expertise include mergers and acquisitions, commercial contracts, risk management and corporate governance. 

Selina graduated from the University of Tasmania with a Bachelor of Arts and Bachelor of Laws. She also holds a Graduate Diploma in Applied Finance and Investment and is a Fellow of the Australian Institute of Company Directors.

Jill Rossouw

Jill Rossouw brings over 25 years of multi-sector infrastructure experience, operating in complex stakeholder environments and contributing strong commercial acumen and strategic leadership expertise.

Jill previously held the role of Executive Director Infrastructure at global investment manager IFM Investors, where she was responsible for infrastructure equity investment and active asset management of privatised infrastructure entities and public private partnerships.  Jill has also held senior roles in advisory and major corporates.

Ms Rossouw’s board experience includes privatised and publicly owned transport infrastructure entities, social infrastructure and public healthcare.  She is Chair of the High Speed Rail Authority, non-executive director of Australian Rail Track Corporation Limited and non-executive director and Audit and Risk Committee Chair of TT-Line Company Pty Ltd.  Her prior board experience includes non-executive director roles at of Port of Brisbane, Brisbane Airport, Northern Territory Airports, Southern Cross Station and other health and social infrastructure entities.  Jill is a former committee member and Chair of the Property Council (Victoria)’s Infrastructure, Industrial and Logistics Committee.

Ms Rossouw is a Graduate of Australian Institute of Company Directors and holds a Bachelor of Commerce (University of KwaZulu Natal) and Master of Philosophy in Finance (University of Cambridge, UK).

Michael Eyers AM

Michael has more than 50 years’ experience combining private legal practice and senior roles in the public sector. He has held senior leadership roles in the management of major infrastructure projects as well as CEO or deputy CEO positions involving general management and corporate governance functions, often focussing on policy, strategic, regulatory, and finance issues.

Michael holds degrees in economics, business administration and law. His former corporate governance roles have included being head of the Department of Housing in NSW and Deputy CEO of the Sydney Organising Committee for the Olympic Games. He also has extensive experience as a lawyer in commercial practice. He has now retired as a solicitor but continues a consulting practice.

Kevin Kehl

Previously an executive leader at Powerlink Queensland and Energex, Kevin has more than 40 years’ experience in the energy industry across the distribution and transmission networks sector. He is currently a nonexecutive Director of TasNetworks and has held senior leadership roles in the energy sector, including twelve years in chief and senior executive management positions across business and market development, change, policy, strategic, regulatory, finance, customer and stakeholder relations, operations and governance functions.

Kevin holds a BE (Hons) in electrical engineering and a Graduate Certificate in Electricity Supply Engineering. His former corporate governance roles have included Member Director of a range of subsidiary companies including QCN Fibre and he currently runs a business that provides strategic guidance and facilitation services.

Thao Oakey

Thao Oakey

Thao Oakey has over 30 years of experience in major infrastructure financing, development, delivery and operations, including over 10 years in investment banking roles prior to undertaking senior executive roles at Leighton Contractors and Sydney Motorway Corporation. Her expertise spans project finance, capital restructuring, M&A, asset management, project risk allocation, major project procurement strategy, and risk management.

Ms Oakey is currently a Non-Executive Director of Sydney Metro and an independent member of T-Corp Asset Management’s Unlisted Investments Review Forum. Her prior board experience includes Utilities Trust of Australia trustee board, and special purpose infrastructure vehicles across electricity, transport, and health industries.

Ms Oakey provides strategic and commercial advice to both public and private sector clients on governance, financing, and procurement of large complex infrastructure projects. She has also acted as an infrastructure finance expert witness in a Federal Court case and is a major contributor to industry and university academic forums on PPPs, alternative delivery models for infrastructure, and risk allocation through various panels and speaking engagements.

Ms Oakey holds a B.Ec (actuarial) degree from Macquarie University and is a graduate of INSEAD.
